It explores how transformational leadership and digital integration influence the effectiveness of TQM implementation in enhancing public service performance. Despite numerous policy initiatives to adopt TQM in Indonesia’s public institutions, the outcomes remain inconsistent. Rigid bureaucratic structures, limited resources, and weak organizational quality culture continue to impede effective implementation. There is limited empirical understanding of how leadership style and digitalization interact to support sustainable TQM adoption in developing-country contexts. This research employs a descriptive qualitative design using document analysis. Data were collected from government reports, regulatory frameworks, standard operating procedures (SOPs), and relevant scholarly literature. NVivo software was used to code and analyze themes related to leadership commitment, process management, and digital transformation in public organizations. The findings indicate that agencies with strong transformational leadership and data-driven processes demonstrate measurable improvements in efficiency and citizen satisfaction. However, widespread implementation remains hindered by bureaucratic inertia and lack of technological capacity. Digital integration significantly supports real-time performance monitoring, transparency, and continuous improvement initiatives. This study emphasizes the need for leadership development, sustained employee training, and technology infrastructure investment to institutionalize quality culture in the public sector. The results provide actionable insights for policymakers to align TQM principles with e-governance strategies to improve service delivery. This paper contributes a new integrative framework combining transformational leadership and digital transformation within the TQM model for developing countries. It advances the discourse by linking leadership behavior, technological capability, and organizational adaptability as synergistic enablers of sustainable quality management in the public sector.

Keywords: Total Quality Management; public sector; transformational leadership; continuous improvement; information technology.
Dida Novandika Hari Risky Syahputra Mohammad Fahmy Bin Rapaee Nuriyah Nuriyah Copyright (c) 2025 Dida Novandika, Hari Risky Syahputra , Mohammad Fahmy Bin Rapaee, Nuriyah https://creativecommons.org/licenses/by-nc-sa/4.0 2025-11-10 2025-11-10 6 2 17 28 An Intellectual Exploration of Betawi Ulama’s Da‘wah Thought in Colonial Batavia: A Systematic Review from the Perspective of Islamic Intellectual History https://e-journal.iainptk.ac.id/index.php/j-md/article/view/5326
Research on Islamic intellectual history has undergone significant development over the last two decades, particularly through efforts to decolonize knowledge and critique narratives of the “decline” of Islamic civilization. Addressing this scholarly shift, this study conducts a systematic review of the da‘wah thought of Betawi ulama in colonial Batavia within the framework of Islamic intellectual history. Using a systematic review method that synthesizes primary and secondary historiographical sources, this study identifies five major thematic orientations: da‘wah as moral and social education; da‘wah as cultural resistance to colonialism; religious moderation in da‘wah practices; the production of textual works as da‘wah instruments; and the articulation of Betawi Islamic identity. The findings reveal that Betawi ulama’s da‘wah was not limited to religious instruction but also functioned as a medium for preserving cultural religious identity and articulating subtle forms of resistance against Dutch colonial power. This study contributes to the broader discourse on Islamic intellectual history by highlighting the role of local scholars in shaping social solidarity and advancing the decolonization of Islamic knowledge in Indonesia. The novelty of this research lies in its systematic synthesis of Betawi ulama’s intellectual contributions an area that remains understudied in both Indonesian historiography and global Islamic intellectual studies.

Mohamad Sutan Khadafi Copyright (c) 2025 Mohamad Sutan Khadafi https://creativecommons.org/licenses/by-nc-sa/4.0 2025-11-23 2025-11-23 6 2 47 65 Strengthening Institutional Governance Through Information Systems: Managing Digital Media in Islamic Boarding Schools https://e-journal.iainptk.ac.id/index.php/j-md/article/view/5403
Information system implementation has become an essential component of digital transformation in Islamic boarding school education, particularly in strengthening institutional governance and communication. This study aims to analyze how information systems and digital media management contribute to governance practices within an Islamic boarding school environment. Employing a qualitative descriptive approach, the research gathers data through direct observation, semi-structured interviews with administrators and media teams, and analysis of institutional documents and digital platforms. The findings indicate that the media division plays a strategic role in managing institutional communication, disseminating information, and documenting activities through platforms such as Instagram, Facebook, YouTube, and WhatsApp Groups, supported by the use of EMIS for educational administration. Nevertheless, implementation is constrained by unstable internet connectivity, electricity interruptions, and limited human resources in content production, including graphic design and video editing. To address these issues, the institution conducts quarterly evaluations, applies structured verification procedures for information dissemination, and develops long-term strategies such as establishing media training classes and designing integrated systems for attendance, payment, and permission processes. The implications of this study highlight the need for capacity-building in digital literacy, technological infrastructure improvement, and the formulation of standardized information governance policies to enhance institutional effectiveness. The novelty of this research lies in its comprehensive, process-oriented model that integrates administrative systems, digital media workflows, and verification-based governancean approach that fills a gap in previous studies that focused only on system development or communication outcomes. This study concludes that well-managed information systems significantly improve transparency, accountability, and institutional governance, thereby supporting the sustainable digital transformation of Islamic boarding schools.

Keywords: Information Systems, Digital Transformation, Islamic Boarding School, Digital Media

Nazilah Nazilah Sekar Apriliza Dita Nurfadhilah Putri Putri Azzara Azzara Copyright (c) 2025 Nazilah Nazilah, Sekar Apriliza, Dita Nurfadhilah, Putri Putri , Azzara Azzara https://creativecommons.org/licenses/by-nc-sa/4.0 2025-12-09 2025-12-09 6 2 81 94 Modernization of Islamic Boarding Schools Through Digitalization: An Analysis of Fingerprint Systems, ID Cards, and Amal Shalih Assessment https://e-journal.iainptk.ac.id/index.php/j-md/article/view/5440
This study examines the digitalization process implemented at Maryam Collage, a modern Islamic boarding school that strives to integrate technology with Islamic values in its daily educational activities. The research is grounded in the central question of how digital-based systems such as the amal shalih performance assessment, fingerprint and ID card attendance systems, and digital data management contribute to improving students’ discipline, administrative efficiency, and institutional effectiveness. This study positions itself to fill the existing gap in literature regarding digital transformation within Islamic boarding schools that maintain strong moral and spiritual frameworks. Using a qualitative descriptive approach through in-depth interviews, direct observation, and documentation, the study provides a contextual understanding of how digitalization is implemented within the institution. The results indicate that the digital system has significantly enhanced the accuracy of activity recording, transparency in evaluation, and the speed of decision-making processes. The amal shalih assessment system is shown to strengthen students’ motivation and positive behavior, while the use of social media contributes to improving the institution’s public image and outreach. Despite technical challenges such as limited devices, unstable internet connectivity, and gradual user adaptation, the overall digitalization process proves to be a strategic step in building an Islamic educational institution that is modern, efficient, and competitive without losing its spiritual identity. Consequently, this research provides an important contribution to the study of digital transformation in Islamic boarding schools and highlights the potential of technology-based educational systems that remain rooted in spiritual values.
efsal-01 Rusmin Rusmin Nur Arfiyyah Azzahra Faturrohim Faturrohim Tatia Ramadhani Copyright (c) 2025 efsal-01, Rusmin Rusmin, Nur Arfiyyah Azzahra, Faturrohim Faturrohim, Tatia Ramadhani https://creativecommons.org/licenses/by-nc-sa/4.0 2025-12-12 2025-12-12 6 2 106 116 Digital Transformation of Small-Scale Sharia Hospitality: Evidence from RedDoorz Implementation in an Indonesian Guest House https://e-journal.iainptk.ac.id/index.php/j-md/article/view/5444
The rapid diffusion of information technology has fundamentally reshaped operational practices in the hospitality industry, including small-scale and faith-based accommodations. This study examines the implementation of the RedDoorz (RedPartner) system in enhancing operational efficiency at a sharia-compliant guest house in Indonesia. Digitalization has become a strategic necessity to enhance transparency, accountability, and service efficiency in zakat institutions, particularly at the regional level. This study aims to examine the implementation of digitalized zakat management at BAZNAS Pontianak City, focusing on its contribution to transparency and service effectiveness, as well as identifying the challenges related to community digital literacy. This research employs a descriptive qualitative approach. Data were collected through in-depth interviews with zakat management staff, direct observation of internal digital systems, and documentation analysis. Data analysis followed the Miles and Huberman model, involving data reduction, data display, and conclusion drawing, supported by source and method triangulation. The findings indicate that zakat collection and distribution processes at BAZNAS Pontianak City have been effectively digitized through an internal real-time transaction recording system. Digitalization has improved administrative efficiency, accelerated reporting, and strengthened transparency and institutional accountability. However, significant challenges remain, particularly the low level of digital literacy among muzakki and mustahik, especially elderly groups, and the absence of an official, nationally integrated digital zakat application. The study highlights the need for comprehensive digital literacy programs and the development of an inclusive, integrated zakat digital platform to ensure the sustainability of digital zakat governance. Strengthening collaboration between regional and central zakat authorities is essential to optimize digital transformation and expand public trust. This study offers empirical evidence from a regional zakat institution by integrating digital governance, service effectiveness, and digital literacy challenges into a single analytical framework, thereby contributing to the limited literature on localized digital zakat management practices in Indonesia.
Siti Oktaviani Copyright (c) 2025 Siti Oktaviani https://creativecommons.org/licenses/by-nc-sa/4.0 2025-12-19 2025-12-19 6 2 156 164 Transforming Islamic Finance through Leadership: K.H. Ma'ruf Amin’s Contribution to Inclusive Financial Institutions in the Digital Era https://e-journal.iainptk.ac.id/index.php/j-md/article/view/5166
This study examines the strategic leadership of Prof. Dr. K.H. Ma’ruf Amin in shaping the foundations of Islamic financial institutions in Indonesia. As a leading Islamic scholar and former Chairman of the Indonesian Ulema Council (MUI), Prof. Amin played a pivotal role in initiating and legitimizing fatwas that became the legal basis for the operations of Islamic banking and financial institutions. His leadership within the National Sharia Council (DSN-MUI) ensured the consistent application of Sharia principles across financial products and services, strengthening institutional trust and regulatory compliance. Using a qualitative descriptive approach, this research explores his ideas, policies, and leadership style in promoting the integration of Islamic finance into the national financial framework. The novelty of this study lies in its focus on the intersection between religious leadership and institutional transformation within the context of Indonesia’s digital-era Islamic finance development a perspective rarely addressed in existing literature. The findings indicate that Prof. Amin’s leadership model has been crucial in mainstreaming Islamic finance as part of Indonesia’s national economic system. The implications suggest that his approach provides a replicable framework for other Muslim-majority nations aiming to harmonize religious authority, policy-making, and financial innovation in advancing inclusive and ethical financial ecosystems.
Hari Risky Syahputra Dida Novandika Muhammad Firdaus Copyright (c) 2025 Hari Risky Syahputra, Dida Novandika, Muhammad Firdaus https://creativecommons.org/licenses/by-nc-sa/4.0 2025-10-18 2025-10-18 6 2 1 16 Ethics and Religious Authority in The Age of Artificial Intelligence: a Study on The Da’wah Narratives of NU Online https://e-journal.iainptk.ac.id/index.php/j-md/article/view/5279
The rapid development of artificial intelligence (AI) has reshaped the dynamics of religious communication, compelling Islamic institutions to reconfigure how ethical and authoritative discourses are maintained in digital environments. This study investigates how Nahdlatul Ulama (NU) Online, the official digital platform of Indonesia’s largest Islamic organization, constructs and sustains ethical and authoritative Islamic discourse in the age of AI. Employing a qualitative approach that integrates content analysis and digital ethnography, the research examines 247 online articles, 63 video sermons, 89 social media posts, and 34 official statements published between 2022 and 2025, complemented by in-depth interviews with 12 NU Online editors, content creators, and contributing ulama. The findings reveal three interconnected strategies through which NU Online navigates AI-mediated da’wah: first, anchoring technological discourse within Islamic ethical frameworks, particularly akhlakul karimah (noble character) and wasathiyyah (moderation); second, adopting a hybrid model of authority that merges traditional scholarly legitimacy (isnad) with algorithmic optimization to enhance digital visibility; and third, addressing the tension between authenticity and accessibility through editorial control, contextual framing, and the promotion of digital literacy as a moral and religious duty. However, the study also identifies a paradox: while NU Online successfully maintains authoritative discourse within its institutional platforms, the increasing circulation of user-generated and AI-produced religious content challenges interpretive coherence and institutional control. The findings contribute to ongoing debates on religious authority, digital ethics, and the governance of AI in Islamic contexts, emphasizing that the preservation of religious authenticity in the digital age depends not on technological resistance but on critical, values-driven engagement. The study offers a novel contribution by elucidating how traditional Islamic principles of akhlaq, isnad, and wasathiyyah are recontextualized in algorithmically mediated spaces, thereby advancing the conceptual understanding of “algorithmic authority” in contemporary Islamic media.
Rohman al-Manduri Dian Wulan Sari Nadia Cahaya Amanda Muhammad Hafizul Arifin Copyright (c) 2025 Rohman al-Manduri, Dian Wulan Sari, Nadia Cahya, Muhammad Hafizul Arifin https://creativecommons.org/licenses/by-nc-sa/4.0 2025-11-11 2025-11-11 6 2 28 46 Integrating Agile Methods into Digital Da’wah Ecosystems: Evidence From an Ai-Enabled Qur’an Learning Platform https://e-journal.iainptk.ac.id/index.php/j-md/article/view/5367
The rapid advancement of digital technology has pushed Islamic outreach organizations to adopt more adaptive and responsive project management approaches. This study aims to examine how Agile Project Management is implemented within Qara’a Indonesia, a digital da’wah startup that develops an AI-driven Qur’an learning application, and to analyze how these practices support project effectiveness. A descriptive qualitative design was employed, using in-depth interviews, observation of digital activities, and internal documentation to collect data. The data were analyzed through reduction, presentation, and conclusion drawing, supported by source triangulation. The findings reveal that Qara’a applies core Agile principles through a distributed organizational structure, the classification of tasks into major and minor categories, priority setting based on workload, and coordination using digital tools such as Discord, Google Docs, and Notion. Short iterations, flexibility toward shifting market needs, intensive cross-division collaboration, and weekly evaluations demonstrate strong alignment with Agile elements such as sprints, continuous updates, and retrospectives. These practices enhance execution speed, maintain focus on key priorities, and accelerate feature development. The study provides important practical implications for strengthening innovation sustainability within technology-based da’wah services. Traditional recruitment methods often face challenges related to administrative inefficiency, limited outreach, and inadequate data validation. This study aims to analyze the role of digital information systems in improving the effectiveness, efficiency, and accountability of volunteer recruitment processes within a community-based religious organization. A descriptive qualitative case study was employed, involving in-depth interviews with recruitment administrators, senior volunteers, and newly registered volunteers. Additional data were collected through digital documentation, online registration forms, social media content, and non-participant observation. Thematic analysis was used to identify patterns relating to recruitment stages, system integration, and user responses. The findings reveal that digital information systems particularly social media platforms, messaging applications, and online registration forms significantly streamline the recruitment process. These tools accelerate information dissemination, simplify administrative screening, and enhance data validation through combined digital and offline verification. The system also increases the accessibility of recruitment channels and contributes to a higher number and better quality of volunteer applicants. Minor challenges such as input errors and communication gaps were present but easily resolved due to the digital literacy of most users. This study demonstrates that integrating digital information systems into volunteer recruitment enhances operational efficiency, strengthens communication, and improves the overall quality of human resource management in community-based organizations. The findings can serve as a model for religious, social, and non-profit institutions seeking to digitize their recruitment workflows. The study offers a new perspective by examining the digital transformation of volunteer recruitment within a religious community setting an area rarely explored in prior research. It highlights a hybrid model of recruitment that combines online administration with offline validation, ensuring both efficiency and authenticity in volunteer selection.
MASPUPAH Maspupah Fakhrurosi Fakhrurosi Copyright (c) 2025 MASPUPAH Maspupah, Fakhrurosi Fakhrurosi https://creativecommons.org/licenses/by-nc-sa/4.0 2025-12-12 2025-12-12 6 2 116 130 Reconceptualizing Dakwah Organizational Governance: A Transformative Review of Qur’anic Leadership and Delegation https://e-journal.iainptk.ac.id/index.php/j-md/article/view/5468
Contemporary dakwah organizations face increasing managerial challenges due to social complexity, organizational expansion, and the pressures of modernization. Many institutions struggle to translate Qur’anic values into professional, adaptive, and accountable governance systems, particularly in the areas of delegation, leadership, and organizational structure. This study aims to systematically examine how Qur’anic verses related to delegation, leadership, and organizational structure can be conceptually integrated to address contemporary managerial challenges in dakwah organizations. A Systematic Literature Review (SLR) was conducted following the PRISMA protocol. A total of 42 peer-reviewed articles indexed in Scopus and Web of Science were identified, screened, and analyzed. The data were synthesized using a thematic analysis approach to identify dominant conceptual patterns and theoretical linkages. The findings reveal three interrelated themes. First, Qur’anic delegation embodies strong ethical and structural dimensions that provide a normative foundation for accountable distribution of responsibilities. Second, Qur’anic leadership functions as both a moral compass and a strategic framework for building visionary, trustworthy, and participatory organizations. Third, effective dakwah organizational structures require the integration of Qur’anic values with contemporary management principles to ensure adaptability, sustainability, and institutional resilience. This study offers practical implications for dakwah institutions by providing a conceptual framework that supports professional governance, leadership regeneration, and structural clarity. The findings also inform policymakers and Islamic organizations in designing leadership development programs and organizational reforms grounded in Qur’anic principles. Unlike prior studies that focus primarily on normative or theoretical discussions, this research advances the literature by systematically integrating thematic Qur’anic analysis with modern organizational and leadership theories through an SLR approach, resulting in a transformative and applicable conceptual model for contemporary dakwah organizations.
mohammad Fahmy Bin Rapaee Hamidullah Mahmud Copyright (c) 2025 mohammad Fahmy Bin Rapaee, Hamidullah Mahmud https://creativecommons.org/licenses/by-nc-sa/4.0 2025-12-13 2025-12-13 6 2 142 155
