Abstract

Inclusive education in Islamic education does not always take the form of explicit policies but may be manifested through values embedded in institutional documents. This study examines how inclusive education is understood and manifested as a value orientation in the vision and mission of MIS Nurul Muslimin Sungai Raya using Talcott Parsons’ structural functionalism. Employing a qualitative case study, data were collected through document analysis and interviews with key informants. The findings show that inclusive values are not explicitly formulated but are implicitly reflected in three orientations: akhlakul karimah (noble character), social harmony, and student potential development. These values provide a normative orientation toward diversity but have not been fully translated into operational educational practices. Within the AGIL framework, social harmony and akhlakul karimah are supported by interview data as indications of integration and pattern maintenance, while adaptation and goal attainment remain interpretive inferences from the vision and mission. The study also identifies a gap between articulated values and their implementation, indicating that inclusive values function as a systemic orientation but have not yet been fully internalized in practice. Thus, strengthening the operational dimension is essential to transform inclusive values from normative commitments into systematic and sustainable educational practices.
